“DAP funds are abused and used for corrupt purposes”

                To a great extent, President Aquino starting challenge to the Supreme Court to reconsider its unanimous view on the unconstitutionality of the means by which the Disbursement Acceleration program (DAP) was implemented depends on proving one thing: that the DAP funds were not abused, nor used for corrupt purposes.

                When we hear the word corruption, the first thing that comes into our mind is government problem. In fact, we are experiencing great problems regarding the debt to other countries. There are so many corrupt government officials nowadays. They get money from the government to use as personal benefit.

                “CORRUPTION” Is commonly understood to be the use of public funds for “personal gain”? Is it limited to enriching one’s self or one’s family? What about the use of public funds to enrich one’s class?

                For this administration, you are corrupt if you directly pocket government money. Hence, from its perspective, the difference between “pogi”, “sexy” and “tanda”, on one hand, and the President on the other, can’t be starker: Only the former are corrupt because they supposedly used public funds to enrich their families.

                For example, when the Disbursement Acceleration Program (DAP) when the Aquino administration gave P50 million+ to each of the Senators, it did not only open up opportunities for tongpats, the DAP served as a glue to forge intraelite cohesion.

                This of course, is consistent with what many social scientist have repeatedly concluded about the pork barrel system, which the DAP in effect enlarged by augmenting the already huge “Presidential Pork”. The political power that our elites are able to secure through the pork barrel system is what ultimately helps secure our elites economic power, allowing them to become more wealthier but in a manner that has to be far more socially accepted than through the schemes cooked up by the likes of sexy, pogi and tanda.

                Corruption should not be exist in the Philippines for we experienced great troubles and put the lives of every Filipinos in trouble. Who will be the one who fix this mess of our country when even the President does corrupt in the same way?

                We supposedly have no choice but to choose the more sophisticated faction of our ruling class over the more venal faction.
