War on poverty not yet over by Janica Mahino

MalacaƱang yesterday said the war on poverty is not yet over as it vowed to “do better” in implementing programs to reduce poverty in the country in the wake of a survey result showing some 12.1 million Filipino families still feel they are poor.
The nationwide survey of the Social Weather Stations (SWS) survey, it found that 55 percent of the respondents, equivalent to 12.1 million Filipino families, say they are poor, the same figures registered during the June, 2014, survey.
Some 12.1 million families claim they are poor despite the P62.6-billion budget for the Condition Cash Transfer (CCT) of the government this year.
However, SWS noted that the poverty rate remains three points above the 52-percent average for the four quarters of 2013.
ANTI-POVERTY EFFORTS
Presidential spokesman Edwin Lacierda admitted the problem cannot be solved overnight but the government is determined to step up its anti-poverty efforts.
“We would always prefer to do better than what we have done now. And, therefore, the fight against poverty continues,” Lacierda told reporters in the Palace. “Regardless of what the surveys say, we have a focused approach to addressing poverty issues,” he added.
Presidential Communications Operations Secretary Herminio Coloma Jr. said the government shall continue to focus on intensifying programs for poverty reduction and social protection, including increasing the budget and coverage of the CCT program.
In the proposed P2.606-trillion national budget for 2015, Coloma said the government earmarked the biggest portion of the budget to social services at P967.9 billion or 37.2 percent.
“The proposed budget also focuses on delivering high impact projects in 44 provinces with high poverty magnitude where more job opportunities will be created: provinces with high poverty incidence that require adequate social safety nets and those which are vulnerable to natural calamities,” he said.
In the latest survey conducted last September 26-29, 1,200 respondents were asked: “Saan po ninyo ilalagay ang inyong pamilya sa kard na ito? (Where would you place your family in this card)?” A show card with the choices “hindi mahirap” (not poor), “sa linya” (on the line), and “mahirap” (poor) is shown.
Based on the survey, self-rated poverty in Metro Manila increased by six points to 43 percent, and by seven points to 52 percent in the rest of Luzon.
However, self-rated poverty was down by 10 points to 61 percent in Mindanao and by nine points to 65 percent in the Visayas.
43% FOOD-POOR
During the same survey period, 43 percent of Filipino families or about 9.3 million households claimed they are “food-poor.” This is higher than the 41 percent, equivalent to 9 million households who claimed they are poor, three months ago.
The question on self-rated food poverty was, “Tungkol naman sa klase ng pagkain ng pamilya ninyo, saan po ninyo ilalagay ang inyong pamilya sa kard na ito (Based on the type of food eaten by your family, where would you place your family in this card)?” A similar show card with the choices “hindi mahirap” (not poor), “sa linya” (on the line), and “mahirap” (poor) is shown to the respondents.
Self-rated food poverty increased by three points in Metro Manila (30 percent) and by five points in the rest of Luzon (37 percent).
Meanwhile, self-rated food poverty “hardly changed” in the Visayas, down only by a point to 53 percent but declined by three points to 52 percent in Mindanao.
The self-rates poverty thresholds defined by SWS as home expense budget in order not to consider themselves poor in general increased to median P15,000 from P12,000 in Metro Manila.
The amount stayed at P10,000 in the rest Luzon and Mindanao, while it fell to P8,000 from P10,000 in the Visayas.
SWS further explained that the home expense budget is less than the minimum income needed because it excludes work-related expenses like transportation.
Therefore, it said the median poverty threshold “is the home expense budget that would satisfy the poorer half of the poor households.”
SELF-RATED POVERTY THRESHOLD
The pollster found that the September 2014 median self-rated poverty thresholds in Metro Manila, rest of Luzon and Mindanao are at the highest levels ever reached in those areas, while the latest figure in the Visayas was previously surpassed in June 2014, when it was at P10,000.
SWS has also noted gains with regard to self-rated food poverty threshold, or the monthly food budget that food-poor households need in order not to consider themselves food-poor.
Self-rates poverty thresholds in particular were: P8,000 from P6,000 in Metro Manila; P5,250 from P5,000 in the rest of Luzon; and P5,000 from P4,500 in Mindanao. Meanwhile, it dropped to a median of P3,550 in the Visayas from P5,000 recorded three months earlier.
SWS noted that the latest median self-rated food-poverty thresholds in Mindanao and the rest of Luzon are the highest levels ever reached in those areas, while the current level in Metro Manila was previously surpassed in September 2013 at P8,250. In the Visayas, the highest level recorded, so far, was P5,000 last June.
While recognizing the “slight rise in the self-rated poverty and self-rated food poverty,” Coloma highlighted a government survey that showed a reduction in poverty incidence in the country.
Based on the Family Income and Expenditure Survey (FIES) of the Philippine Statistics Authority, Coloma said poverty incidence has eased to 24.9 percent for the first semester of 2013 compared to the 27.9 percent in the same period in 2012.
“On the other hand, the same FIES also showed subsistence incidence or the proportion of extremely poor Filipino individuals who could not afford to meet basic food requirements, also declined during the period from 13.4 percent in 2012 to 10.7 percent in 2013,” he said.

Church, academe, media have highest trust ratings in survey; gov’t least trusted by Janica Mahino

What are the three institutions Filipinos trust the most?
The Church, academe, and media, according to this year’s Philippine Trust Index (PTI) survey.
       The Church is still the most trusted with a 75 percent trust rating, followed by the academe with 53 percent and media with 33 percent.
        The government remains the least trusted institution with 11 percent. Non-government organizations had 12 percent in the survey. Business had 13 percent rating,
The survey, undertaken by EON Stakeholder Relations from May to June this year, had 1,626 respondents
Now on its third year, it aims to examine trust levels and drivers among the six institutions surveyed.
          Face-to-face interviews with respondents from urban and rural areas in NCR, North Luzon, South Luzon, Visayas, and Mindanao were conducted, to gain a better understanding of the various factors that contribute to Filipinos’ trust in institutions.
           The Church and academe have enjoyed increases in trust ratings since 2012. The Church saw a significant increase of 21% among informed publics in urban areas.
          On the other hand, the government experienced the opposite, with trust ratings among government agencies dipping since 2012, with the largest drops observed for the Office of the President and the Senate.
            The latest PTI shows that an overwhelming majority of respondents regard communication as a crucial trust driver, with 9 out of 10 Filipinos thinking it is “very important” for government, businesses, NGOs, and media to communicate to its stakeholders.
            At least 6 out of 10 Filipinos also stated that they need to hear information about the government, business, NGOs, and media at least two to three times, in order to believe it.
           However, almost half of the respondents need to hear information about the Church only once in order for them to believe it.
            “The results show that trust is dynamic and that it can be built and eroded. It also highlighted that for Filipinos, trust can break communication barriers and is a tool that grounds relationships, which is why it will always be worthwhile to invest in building trust,” said Malyn Molina, EON assistant vice president for business development and strategic planning, during the presentation of the survey in Makati City Monday morning.
                 For the government, integrity is the foremost trust driver, dwarfing competence, performance, and leadership. Four out of 10 Filipinos in the survey said that “not being corrupt” is the most important driver for them to trust government. However, less than 2 of 10 believe that the government is not corrupt, said in the report.
Based on the findings, trust in media remained constant for the two consecutive study periods. TV commanded the highest trust level among the general public, especially in rural areas, followed by radio and newspapers.
Within the business sector, the industries of healthcare, water, IT/telecom, tourism, and pharmaceutical industries were accorded the highest trust levels, while the mining, alcohol and tobacco, and real estate industries garnered the lowest.
How business treats its employees also emerged as a very important trust driver among both the general and informed public. About 3 of 10 say that they trust businesses that give fair salaries and benefits.
“The 3rd Philippine Trust Index clearly shows that trust-building is a never-ending process and commitment that all institutions should take seriously. The value that trust brings to a relationship is limitless, which is why EON has always made trust-building the cornerstone of stakeholder relations,” said Junie del Mundo, EON chairman and CEO.

San Beda Red Lions reigns in NCAA Season 90 Basketball Champion



            San Beda Red Lions outshined their fith consecutive NCAA basketball title after defeating Arellano University chiefs in Game 2 89-70, last Oct. 22 2014.

                Anthony Semerad scored 10 points making four of his eight triples and grabbed six boards. Baser Amer gets the rout started in the first half with his masterful control of the game en route to a 13- assistant performance as the Red Lions completed a sweep of the best of three series.
                “ I was  really surprised by how they stated, but I told my boys that whatever will do, we just have to stick to the system”, said San Beda head coach Boyet Fernandez, after the game.
                San Beda took a double- digit lead in the second quarter and was never really troubled by Arellano, who could not get their offense on track and missed several point-blank lay-ups that could have changed the complexion of the game.
                The San Beda lead ballooned to as large as 20 points late in the final quarter, 88-68 as Arellano got into penalty situation early and the free throw line.
                Moreover. Anthony Semerad was named the most valuate player of the finals series  after averaging 22 points in the two games of the series.
                “You cannot question Anthony. He’s been there all year long, he’s been one of my top defenders, and he’s transformed from an offensive player to a defensive player as well”, said Fernandez.

                “I do credit Arellano” said Fernandez. “They will not be here in the finals if they’re a so-so team.
They’re a very strong team. It’s probably championship sitters that took over them in the finals they’re a strong team”.

All Saints’, All Souls’ Days likely to be cyclone-free, PAGASA says by Janica Mahino

         Expect light rains over Northern Luzon due to northeast monsoon or hanging amihan continues to be the dominant weather system, according to Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Tuesday.
The northeast monsoon o is the cold wind from Siberia that blows into the country, usually from October until March.
           He added Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rain showers or thunderstorms mostly over the eastern sections.PAGASA weather forecaster Chris Perez said due to northeast monsoon Cagayan Valley, the Cordillera and Ilocos regions will be cloudy with light rains while Bicol region and Quezon province will be cloudy with light to moderate rain showers and thunderstorms.
He said the country will continue to be storm-free until the end of the month of October.
He said the agency is not anticipating any cyclone to affect the country until All Saints’ and All Souls’ Days.
              In its advisory, PAGASA said winds will be moderate to strong from the northeast to east over Luzon, where coastal waters will be moderate to rough.
Elsewhere, winds will be light to moderate coming from the northeast to east with slight to moderate seas.
The weather bureau also issued a gale warning as the strong to gale force wind due to northeast monsoon now affecting the seaboards of Northern Luzon.
“Fisherfolks and those using small seacrafts are advised not to venture out over the said seaboards”,”PAGASA warned. (PNA)

The San Antonio Spurs are already one.

         No big changes were necessary for the Spurs, who simply kept the gang together. They brought back nearly every piece from the team that annihilated James and the Miami Heat in the NBA Finals for their fifth championship.

         James set off shortly after for a new start in his old home, where he will renew the quest for a championship that's eluded Cleveland's pro teams for half a century. The Spurs on Tuesday will begin chasing about the only thing that's escaped them in the Gregg Popovich-Tim Duncan era: back-to-back titles.
"We know that every team is going to come out and give us everything they've got," Spurs guard Danny Green said. "We've got a bigger target on our chest now and that's what we want. ... We've got to take on the challenge and be the ultimate competitors that we are."

         Teams will be coming just as hard at the Cavaliers, who didn't win much more than draft lotteries after James bolted for Miami in 2010. But they were elevated to instant Eastern Conference favorites when James joined Kyrie Irving, the MVP of the All-Star game and the Basketball World Cup, and Love, the longtime Minnesota Timberwolves star.

          Neither of those guys has even played in a postseason game, but inexperience — or anything else — won't work as an excuse now that James is back in his familiar No. 23.
"It's going to be a different challenge for them," James said. "They were so accustomed to being the prey sneaking up on the predator. Now it kind of changes."

          James and the Spurs could meet for the third straight June, a familiar NBA Finals plot with a new stage and co-stars. But both face significant challenges just to get there.
Derrick Rose's return could lead a running of the Bulls right to the finals. Maybe Oklahoma City, once MVP Kevin Durant recovers from a broken foot, or the Los Angeles Clippers, looking to pay back record-spending new owner Steve Ballmer with a championship, could stand in the Spurs' way.

          "I don't see it as a big question mark in the East. LeBron and Love and Irving will be in the Eastern Conference finals. I think Chicago will find their way there if their 2 and 3 hold up and if Rose is Rose again," ABC/ESPN analyst Jeff Van Gundy said. "But out West, to me there are like five teams you could say, 'I could see them advancing to the finals.'

         None has the continuity of the Spurs, who brought back 14 of the players who had confetti falling on their heads after Game 5. They won't be in top form for a while because of injuries, especially NBA Finals MVP Kawhi Leonard's eye infection, but they still stand out even among the other top teams in the loaded West.
          
         "I think we're all right next to each other — other than the Spurs," Clippers coach Doc Rivers said. "The Spurs are better than all of us. I don't think there's any question about that and so we have to catch the Spurs."

It is a tragedy that All Saints Day is less recognized than Halloween, now a secular celebration of what was once the day before All Hallows (Saints) Day.
While the Bishops' decision was made because of the difficulties for many Catholics of attending Mass on these working days, its consequences have included a further erosion in the liturgical life of the Church, and diminished awareness of the Communion of Saints, the doctrine which teaches that believers on earth are united in a spiritual fellowship with the saints in Heaven and the souls in Purgatory .
The feasts of All Saints Day and All Souls Day, when we are encouraged to offer Masses and prayers for our deceased family members and relatives, were the living expression of a doctrine which stretched back to the earliest era of Christianity, and which is embodied in the Apostles' Creed.
The origin of All Saints Day is to be found in the prayers made to the martyr saints of the persecuted Church in the early centuries.
All Souls Day reflects the constant teaching of the Church, stretching back into the Old Testament period where it is recorded in the Book of Machabees, 'It is therefore a holy and wholesome thought to pray for the dead, that they may be loosed from their sins.'
These beautiful feast days are both a source of inspiration and a consolation that we, in the world of strife and confusion, can aspire to be reunited with our families and friends in the joyful perfection of Heaven. The effort of attending Mass on these days will be rewarded a hundred-fold.

             If I could say to you that “I LOVE YOU” I say it a thousand times, but I don’t want you to know. You stared at me one time then we both smile when I caught you looking at me. I felt something terrible and strange. I know and I think “I LIKE YOU”. I tried to forget you but it seems that it’s so hard to follow. The more I tried to forget you, the more my heart beat so fast and say that “I LIKE YOU”.
             Before, it was Sunday morning, the guy texted me that “Can I ask you something?” I replied “What?, he said “Do you have a boyfriend? Can we talk? I want to talk to you in person”. I was so shocked when I read the message.  My heart beats fast while wearing a big smile in my face. Then I replied “Hubog ka lang siguro mao nag tripping ka noh?” he said “Dili man ko hubog or even ga inum promise” ….hehehe… I felt too much “kilig” until the time came when he courted me in person. I said why not?.  I felt too nervous whenever I’m with him. I don’t know what to do and how to react.
             I told myself, I wish I was a wind so that I can whisper “I Love You” to his ears and let him feel my love for him every moment we meet.

             Having special someone is such a nice feeling in which an individual may do experience. It could inspire us to some things and go for beyond our limits. But remember, it should be done carefully and bear in mind of what we are involving.

November 1 "No work, No pay" for workers

The “no work, no pay” policy applies on All Saints’ Day, the Department of Labor and Employment (DOLE) reported yesterday.
Labor Secretary Rosalinda Baldoz said Nov. 1 is a special non-working day nationwide and employers must abide by proper pay rules and core labor standards.
Baldoz said the DOLE already issued the necessary guidelines to allow employers nationwide to properly comply with the pay rules.
“The proper observance of the pay rules and core labor standards on this special non-working day promotes decent work, the productivity of workers and competitiveness,” Baldoz said.
Under the law, employee/s who will not report to work during a non-working day are prohibited to receive any salary on that said day.
“If the employee did not work, the no work, no pay principle shall apply, unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment on a special day,” Baldoz explained.
However, employee/s who will report to work on All Saints Day will receive an additional 30% of daily rate in the first eight hours of work.
"For work done in excess of eight hours, a worker shall be paid an additional 30 percent of hourly rate". Baldoz said.
Those who will report for work during a special day that also falls on their rest day shall be paid an additional 50 percent on the first eight hours of work.
"Work done in excess of eight hours during a special day that also falls on day off, shall be paid an additional 30 percent of hourly rate" Baldoz said.

Girls court Guys?

Guys court girls? There's nothing wrong with it but what if girls court guys? Well, its a different story.
Most girls wish to be with someone who will love them eternally and will treat them as special someone. They want to be pampered and cared by someone whom they love so much.
But what if there feelings are ignored and remain rejected by someone whom they want to be with? Is it rightful to do the first move to reveal what's inside their heart?
Others may say, it is okay that girls would express their feelings towards a guy. But what if the guy ignores you and can't love you back? Will you be blind enough to bear all the pain and shame it may cause? Shameful and hurtful it is but be happy and be proud of yourself that you have the courage to show and express your feelings. Don't be discouraged what other people might say to you, at least you tried. There are some circumstances that a guy can't reveal their feelings to a girl because he is afraid to be ignored and dumped. But if the guy notices the girl showing interest to him, he will be encouraged to go on what his heart dictates and they may end up as a happy couple.
However, revealing feelings to a guy may result to an unsure situation. She may be played by the guy she loves or just be accepted just to boost their ego. Boys really don't like a girl who does the first move. It may create a negative impression on their part. They might think that the girl is cheap, flirt and game as well. But, girls should not be treated that way. It isn't their fault to fall for someone.
In contrary, girls should bear in mind that there is nothing wrong in revealing first but make sure that your dignity and self-respect is still intact. If you think that a guy is not worthy for you love then words are better left unsaid.

Beware of the BBQ

Most of us love BBQ'ed food. It is also fun to have your friends gather together for a BBQ dinner. But barbecuing can pose a risk to your health.
According to a study of The American Institute for Cancer Research, eating grilled/barbecued meat, poultry or sea food exposes us to carcinogens called heterocyclic amines (HCAs). These substances form on foods as they cook on the BBQ or under the high heat of the grill, whether or not char is formed. And when fat drips onto the heat source, it creates flare-ups and smoke that then deposits on the food another group of carcinogens called polycyclic aromatic hydrocarbons (PAHs).
A simple way to avoid these carcinogens and still enjoy grilled meats is to put them under wraps. Placing poultry, fish or meats into foil packets before putting them on the BBQ avoids the problem. In addition, the food gets the flavorful aura of grilling, especially if you leave the top loosely sealed but it won't char the food.

Worthless

Come to me, my love. Come, talk to me and feel my beating heart. Don't be afraid. All you have to do is listen.
What does it says? Yes. It says your name. But oh! I see it. You look worried and afraid. Why you avert yourself from me? I look okay. I fix my hair and clean myself. Is there something wrong that's why you leave?
Glance at me again. You can see what I really want you to see. Look at my eyes. It's full of impressions, acceptance and yes! love. A love that's special for you. A love that is incomparable. Love that is not mistakenly considered as infatuation but a genuine love. Love that is willing to sacrifice. Love that accepts. Love that is true.
But lo! You don't. You're heading straight to her, unmindful of my expressive actions. You talk and laugh with her- things that you never share to me. I am jealous. I'm hurt. I'm in pain. I feel weak. All are because of my own assumption that you have something for me too but I am wrong. Tell me. What are those sweet winks and "hi and hello's" we do earlier? Are they just one of your plays? Ah! I thought it was love. Love that leads to an intimate relationship with you but I misinterpreted it.
I use to think of you and me together, happily walking along the shores of the beach holding each others hand.
You see, I think of you. I care for you. I love you. Every seconds, every minutes every hours of the day, I think of you wishing that one of this days, you will notice my undying love. But all of this are illusions. Reality wake me up that we can never be together.
I love you my love but I think it's time for me to let you loose. It feels great to hold unto you but its killing me because I know that no matter what, you won't love me back. So please, take care of her. Don't play with her. Don't let her love be like mine-worthless.

                                                        LANZONES FESTIVAL


              According to the Philippine Country Links, Lanzones Festival is held every third week of October and it is a 6th day grand celebration of the lanzones fruit. The most important livelihood in Camiguin is Lanzones. It is when a lot of tourists come to witness the joyous Lanzones festival. Lanzones is one of the major fruit producers in the Philippines. 

              Lanzones is a tropical fruit that grows extravagantly on the north-central coast of Mindanao. Lanzones has a pale brown skin and sweet translucent flesh. It is said that the sweetest lanzones in the Philippines comes from the Camiguin. The town of Mindanao in Camiguin celebrated its annual festival called Lanzones Festival together with its harvest in the month of october.

              Lanzones Festival in Mambajao Camiguin is celebrated with a weekend street dancing competion and parties, cultural shows, parade and beauty pageant (coronation of Mutya sa Buahanan) and trade fair that features local handcraft and pruducts. Houses, street poles and even people are ornamented with Lanzones during the lanzones festival.

              According to the legend of an unknown beautiful maiden took the fruits past bitter flavor or replace it to delicious and sweet taste of the lanzones, thus townsfolk dance in the streets in order to honor and celebrate. It is celebrated by the people in Camiguin as a contribution in making Mindanao as a cultural tourism destination and give thanks for a bountiful harvest for all the agricultural products.

Prodigious volcanic eruption could destroy Japan by Stephen John Amper


Japan could be nearly destroyed by a massive volcanic eruption over the next century, putting almost all of the country's 127 million-strong population at risk, according to a new study.
"It is not an overstatement to say that a colossal volcanic eruption would leave Japan extinct as a country," Kobe University earth sciences professor Yoshiyuki Tatsumi and associate professor Keiko Suzuki said in a study publicly released on Wednesday.
The experts said they analyzed the scale and frequency of volcanic eruptions in the archipelago nation over the past 120,000 years and calculated that the odds of a devastating eruption at about one percent over the next 100 years.
The chance of a major earthquake striking the city of Kobe within 30 years was estimated at about one percent just a day before a 7.2-magnitude quake destroyed the Japanese port city in 1995, killing 6,400 people and injuring nearly 4,400 others, the study noted.
"Therefore, it would be no surprise if such a colossal eruption occurs at any moment," it added.
The new research comes weeks after Japan's Mount Ontake erupted without warning -- killing 57 people and leaving at least six others missing in the country's deadliest volcanic eruption in almost 90 years.
The Kobe University researchers said their study was critical because Japan is home to about seven percent of the volcanoes that have erupted over the past 10,000 years.
A disaster on the southernmost main island of Kyushu, which has been struck by seven massive eruptions over the past 120,000 years, would see an area with seven million people buried by flows of lava and molten rock in just two hours, they said.
Volcanic ash would also be carried by westerly winds toward the main island of Honshu, making almost all of the country "unlivable" as it strangled infrastructure, including key transport systems, they said.
It would be "hopeless" trying to save about 120 million living in major cities and towns across Honshu, the study said.
This prediction was based on geological findings from the eruption of a gigantic crater, 23 kilometres (14 miles) across, in southern Kyushu about 28,000 years ago.
The study called for new technology to accurately grasp the state of "magma reservoirs" which are spread across the earth's crust in layers a few kilometres deep.

UFC: Mendes says Aldo stagnant by Stephen John Amper

MANILA – American fighter Chad Mendes said he doesn’t think UFC featherweight champion Jose Aldo has improved since the last time they fought in 2012.
Mendes added he is determined to get back at Aldo to avenge his knockout loss to the Brazilian champion in UFC 142.


"Aldo really hasn't changed anything up. He hasn't made any major improvements. I feel he's good at the things he does, and he's been beating people with that, so he hasn't had incentive to try to [improve] and make those giant gains,” said the California-based fighter in Yahoo! Sports.
 
In contrast, he said he has learned from his knockout defeat and made improvements in his game.
Since his defeat, he has racked five straight victories, four of them by stoppages.


"It's like I'm a different guy now. I know I've made huge improvements and I'm not intimidated or scared. I'm ready to do it and bring that belt back home with me," said Mendes.
But just like their first face off, Mendes will be flying to Brazil to face Aldo at the latter’s hometown.


The battle will be the main event of UFC 179: Aldo vs Mendes II in Rio de Janeiro this weekend.
"I can't tell you how much going through that and looking at my game so carefully after that fight and figuring out what I needed to do has changed me,” said Mendes.

Philippines challenged by Ebola virus by Stephen John Amper



Manila: The Philippines is challenged by the outbreak of the dreaded Ebola virus due to the health department’s small budget and the few number of isolation rooms prepared nationwide in case it enters the Philippines, sources told Gulf news, adding that the Philippines is vulnerable because of the impact of free international travel, and the presence of thousands of overseas Filipino workers (OFWs) in the three West Africa countries where the outbreak has already claimed 1,000 lives.
“The number of isolation rooms that were been prepared to handle cases of Ebola virus in the Philippines might not be adequate (in case the virus enter the Philippines),” said Health Undersecretary Janette Garin.
“Being ready for the Ebola virus is such a strong word — although we have experts who can deal with the Ebola problem, including facilities in different parts of the country where we can bring patients afflicted by Ebola virus,” admitted Health Department’s program manager, Dr. Lyndon Lee Suy.
“The health department has allocated P50 million (Dh4.16 million) for the infectious disease programme,” said Suy, adding, “The allocation is small, but members of congress have agreed to increase the budget ahead of the possible entry of the Ebola virus in the Philippines.”
“The threat of the Ebola virus entering the Philippines is real because travel bans have not been issued, “ warned Ludovico Jurao, head of the Philippine Society for Microbiology and Infectious Diseases, who likewise admitted that regional medical centres nationwide have prepared isolation rooms for Ebola cases.
“We are monitoring our preparedness. We have to be alarmist in responding to this health problem because we have OFWs in West Africa where the virus has claimed lives,” explained Congressman Walden Bello, chair of the Congressional Committee on overseas Affairs.
On a more positive note, Health Secretary Enrique Ona said, “The Research Institute for Tropical Medicine and other government hospitals nationwide are equipped to undertake laboratory tests for possible Ebola cases.”
Health, itinerary checklist
“The Philippine health department has required all local and foreign travellers entering the country to fill up a health and itinerary checklist to guide us,” said Ona, adding that all air and seaports have been equipped with thermal scanners to detect the temperature of arriving passengers.
As a result, there was a close monitoring of 15 OFWs who arrived from June 25 to July 15 from Sierra Leone with fever, a symptom linked to Ebola virus infection. “Luckily, 13 of them were cleared of the Ebola virus last August 8,” said Ona.
Two other OFWs might soon be cleared of the Ebola virus, said Ona, adding this will be known on August 28.
“Health workers have extended their monitoring period to one month, beyond the 21 days incubation period for the Ebola virus to manifest symptoms on patients, such as bleeding, diarrhoea, high fever, muscle pain, organ failure, vomiting, and weakness,” Ona explained, adding, “The relatives and nurses who monitored the OFWs were also placed under strict medical observation.”
Earlier, Manila’s labour department called on OFWs in West Africa to return to the Philippines so that they would not be affected by the outbreak of the Ebola virus.
The labour department likewise suspended the deployment of OFWs to these countries, but allowed OFWs with existing employment contracts to return there.
“As a precautionary measure, the Philippine Overseas Employment Administration (POEA) was instructed to undertake weekly monitoring of OFWs in the Ebola-hit West African countries,” Labour Secretary Rosalinda Baldoz said.
“Filipino seamen were also instructed not to leave when their ships dock in West African countries hit by the Ebola virus,” Baldoz added.
Manila’s department of foreign affairs also told OFWs in Guinea, Liberia, and Sierra Leone, to “take extra precaution by restricting non-essential movements and avoiding public places”.
International agencies say there are 5,000 OFWs in the Ebola-hit West African countries.
In comparison, the POEA has a shorter list of 600 OFWs, including 72 OFWs in Guinea; 202 in Liberia; and 398 in Sierra Leone.
The foreign affairs department has also a different list: 880 OFWs in Guinea; 632, including 148 members of the UN Peace keeping Force in Liberia; and 1,979 in Sierra Leone.
The virus is transmitted through bodily fluids, said the World Health Organisation. There have been 1,711 cases of Ebola and 932 deaths in four West African countries of Guinea, Liberia, Nigeria and Sierra Leone, said the WHO which called on all countries to implement emergency measures to prevent the spread of the dreaded virus.

Hot tears fell down on my cheeks witnessing a thin, mentally challenged man carrying his daughter, upon passing by a father holding the hands of his precious daughter, afraid of the idea that the child might let go of his own strong hands.
                I decided to walk bending my neck in order to avoid happy scenario which could bring a total destruction of my emotions and make a sudden twist if my joyous mood.
                Why do these incidents affect me? Because I grew up without a father I long for. This thought is killing me, how can life be so unfair. Why am I succumbed with unbearable pains and problems? Am I not worthy to live a happy life? These questions keep hunting my mind, running to and fro, unknowing how to stop.
                Gladly, I passed by at the shore, after few seconds of over thinking, I decided to stop by and with all my might, I shouted loudly facing the ocean to relieve myself from all pains and I lose control. I wept, cried and my body shivered. I don’t want to live anymore, I whispered.
                Then, suddenly, I felt a cold breeze, my heart beat faster when I saw a shining yellow bottle-like thing. I heard a little voice from deep within asking me to get it.
                As I picked it, I felt strange. I saw a note attached at it which says, “all things has a purpose, do not feel betrayed, you can always count on me. People come and go for a purpose. I am your father.”
                I was not able to move an inch, I felt scared but at the same time happy. I realized that life is not about comparing and that whatever may happen, there’s someone I can call my father, someone I can count on, my comforter, my friend, my dad – God.
